TCP failed, UDP success

I've used the Simple Port Tester tool to check if my port is open for Qbittorrent, and the TCP has failed, and the UDP succeeded. I've set the DMZ on my modem to point to my router, and the port forwarding rules are set on my router. I've set a static IP for my computer. The firewall on my router is disabled. I've made an exception in the Windows Firewall. Not sure what else i need to do here.

#1 For the TCP ports that failed, is that all it says or does it say more?

Where more for example, I mean:

a) Port is locked

OR

b) Port is in use by another app/program

#2 I wonder if you must have the NAT router's firewall set to on, at low. If set to off, it does not work correctly - even while using the DMZ feature.
