Based on the IP, it doesnt look like a local IP so that means your ISP has you behind a 2nd network on their end, which means port forwarding isnt going to work.
Most ISPs do this because they dont have enough internet IPs to hand out to everyone. So the trick is to buy a static internet Ip from them, if you are able to. In order for them to give you a static internet IP they have to take you out of that 2nd network
