Um, no it isn't.

It is telling me that the page it is trying to load has an invalid  security certificate.

Look at the text next to the red shield with the X in it:

"This file was blocked because it does not have a valid digital signature that verifies its publisher"

In any case, I am not getting anything that asks me to install any kind of ActiveX control. There's a step missing somewhere.

How do I get past it?

Yes the file is the activex control that is needed. But because it doesn't have a certificate IE wont let it install.

In the internet options, on security, click on custom.

Then scroll down till you find these 2 on active x controls. Put both to prompt

Close IE and try again

Very odd, as you can see the active x control loads fine on mine.

IE may have still be open int he background after you change the settings earlier. Reboot your computer and try again and let me know if still get the box saying it blocked it

Something else is going on then.

I am currently working on a new program for my tweaking.com site so I have time to do this.

I save teamviewer as a last resort and after a user has tried everything. You have :-)

download teamviewer.com, then email me the ID and password it gives you. I will connect to you and get this working for you.
