I don't see it in task manager.
How do I find out it's 'on'?

make sure to read the page on cleanmem, it explains everything.

http://www.pcwintech.com/node/145

It doesn't run in the background, it uses windows task scheduler to run (by default) every 30 min. You can change this. If you need to run it manually you can just create a shortcut to it or type in cleanmem in the run command. It works instantly and then closes. You can have task manager open to watch it work.
