Open a command window and put in

netdiag /test:ipsec

Tell me what it says

Response is: 'netdiag' is not recognized as an internal or external command, operable program or hatch file.

At this point I am not sure what else to have you try. Something on the system is blocking UDP. Or somehow the UDP protocol is messed up on the system.

Have you made sure you have all the latest Windows updates as well?

A repair install of XP might be a good idea

Rather than repairing XP, an upgrade to Windows 7 may solve this problem.  What do you think?

Windows 7 is a good replacement for XP and it would be a fresh install so you should be good

Decided to do a repair install of XP.  Same problem with UDP after doing this.  Makes no sense.

Is it possible someone put a curse on you? lol

If a repair install didn't fix it then a fresh install is the only way.

But before I tell you to do that (Which make sure you backup your data first!)

Do one more test UDP port forwarding to another machine and make sure it is working on others and simply not on your machine.

TCP and UDP working on other machine.  I don't have the energy to do a clean install right now, and I don't have all the original software discs with me anyway.  Thanks for your help on this.

Sorry I couldn't trace down what is blocking UDP on your system. I covered all the bases I could think of.

If you find out anything make sure to let me know
