Open the windows 7 resource manager and find out what is using your CPU.

You may want to try my simple performance boost
http://www.tweaking.com/content/page/simple_performance_boost.html

On the visual tweaks check mark the "Disable Desktop Composition"
That service that makes the glass effect takes a lot of CPU.

Try to trace down what process is using up the CPU

I went to taskmanager then into performance and then the resource thingy and found out that something called "trusted installer" took almost 50% of the cpu so when i did close that i dident lagg on bf3 and other games.

Then i went into the Services in msconfig and disabled it so i dont have to worry about that taking up 50% of my cpu usage.

trusted installer is a windows service, disable your UAC and keep trusted installer enabled and it should do better for you
