sorry for the late reply shane

thanks for trying to help me. it is unfortunate that it was possibly because of the location of my service in transmitting back to m seedbox's server. my speeds aren't extremely terrrible but they'll do.

No Problem and glad to help :-)

Follow up for other readers.

I did a test connection from my home which is a different ISP and got horrible speeds. I did a trace route and some of the hops to the location had a bad connection. It was the route my ISP used to get to the other side of the world.

On his old cable connection it had a better route, so he didn't hit those slow hops that I did. Verizon has a better route than my ISP and it is why he gets better speeds now, but not as good as he did before.
