Something is really screwed up on your system with MDAC.

Do you have service pack 1 installed?

Next thing to try is this. Open a command window and put in
sfc /scannow

Let it finish then reboot

Since MDAC is screwed up on the system, what model router do you have? I can get a guide to you and get your port forwarding going.

You tried all the steps that normally fix it. You could try one last option. My Windows repair tool.

Run all the repairs under custom mode and then reboot, make sure to create a restore point just in case
