You can always go down this list
http://www.pcwintech.com/common-problems-fixes-port-forwarding

So lets check the first thing, are you behind 2 routers?
Log into your linksys. Go tot he status page and check the WAN status. There you will see the internet IP.
Does that IP match the IP on this page? http://www.pcwintech.com/myip

Sounds like you need to just step back and start over. There really aren't very many steps, you can just get your head all spun around sometimes and get confused. Also, there are cases where the hardware you have just can't work as expected. I'll do whatever I can to help get you fixed.

IP address is the same, I have gone down the page you suggest, I may have got things wrong so best to check through everything, the one thing that I can see that maybe the problem is the IP of the DVR is 192.168.1.10 yet when I go to setup and then advanced routing it's still the same but when I click show routing table it shows as 192.168.1.1 now I cant change anything in there (well I dont think I can)

Post a screen shot of the port forwarding page in the linksys.

Then post a screen shot of the network setup in the DVR. I will be able to see if the port forwarding rules are setup correctly

Hit print screen key on your keyboard. Then open paint and paste it in. Save it as a jpg and then when posting you will see Attachments and other options.

Post what ever port forwarding page has your rules you set up

Right click and paste, or at the menu at top

And no need to select all. Just open the window and then hit the key. It captures the whole screen.

OK good, now open the dvr settings window, go to the network setting where it shows the local ip and port for the dvr, post a screen shot of that as well

Perfect :-)

Ok coupld of things. First in the linksys and go to the DMZ page. Make sure DMZ is disabled.

Also in my linksys I have found a odd bug. The port forwarding on the port range forwarding will just stop working! I reported the bug to cisco but never heard anything back. If I put the rule on the single port forwarding page it works fine.

So just in case you have the same bug lets do this.
Go to the port range forwarding page. Remove the cctv port 89 rule.
Once removed click save settings.
Then go to the single port forwarding page and make a new rule there.
Ip: 192.168.1.10 port: 89 and make sure to enable it and click save settings.

Let me know when you have done all that and I will try to connect to you and see if it works
