Is this when using p2p?
or when downloading anything? like a file from Microsoft and such?

That would be 565.76 kb/s

So either someone else is using your internet in the house, or your ISP isn't giving you the 700kb/s speed

1 of 4 things then.

1. Your dad lower the speed plan to save money.
2. Your on wireless and it isn't password protected so someone is using your internet.
3. Your ISP is throttling you.
4. Your on a wireless broadband and your signal is simply weak and can't get the full speed (Can happen on DSL and Cable internet as well).

Log into your router, does it have wireless settings?

It is most likely a weaker signal from your ISP is all. Thats why your getting the lower speeds.
The speed test shows your max speed of 500 kb/s.

So unless your ISP is throttling you perhaps you should call them and ask about the signal.
