Follow up.

I logged in to take a look. I enabled the windows firewall and allowed my port tester through.

I then downloaded the Windows version of the airport software.

Checked the port forwarding rule, which was pointing to the wrong IP.
After fixing it and enabling the windows firewall the port forwarding started working.
